I am talking about the final documents I sent to DBEC (Dallas Backlog center). My priority date is Dec. 2004. My status changed to "CERTIFIED" this afternoon....yahooooooooooo. I was in process this morning and now it is certified. OP hang in there....yours will be cleared soon as well.

It was introduced by Kennedy to amend an unfriendly amendment from Jeff Sessions, but its only registered on Thomas. It has not passed and its not a part of the bill that passed the Senate today. It was not even debated.
This is what happened:
Kennedy submitted SA 180(about immigration) in response to amendment SA 143(text unavailable) introduced by Jeff Sessions. Its a parliamentary spat (tit for tat) and eventually both were left untouched. So it can be on thomas, but it has not passed.

If this kind of restriction is not done what will be best way to resolve H1b issue? If H1b increase is done and similar increase is not done on GC then also problem to all IV members(retrogession will continue). If there is cap then certainly it will be reached every year within April.
If they restrict consulting then Most of the H1b persons will get permanent job. Because of less number of H1 most of them will get gc within 2 or 3 years. GC holders and US citizens will do consulting. System will adjust iteself within a few months
There are people who have done Masters in computer science in USA, graduated in 2002 and 2003 from top 50 universities and ended up getting training from desi bodyshops who we all love to hate. That training made them capable of gettting H1 and paycheck, not the books they read in US masters courses.
If US universities were up to the job of teaching people what was demanded by market, these folks wouldnt have had to go to desi bodyshops do get training.
I dont have US masters. I had enrolled in US masters degree in fall 2000. I left after 1 semester. During my brief stint as a student of Masters in Computer Science, I did get an opportunity to see what the courses are and what they really teach.
The reason I am lashing at some folks here is that some people are thinking that the Durbin-Grassley bill will benefit them because it will end consulting. Some people dont realize that most US masters degree holders, both MBA and MS (Computer science) find out that in order to get an H1, consulting is THE ONLY OPTION, especially when INTEL, Oracle and Cisco arent recruiting, they do go and stand in queue in front of consutling companies (Desi or otherwise). Also, people doing full-time jobs in silicon valley (what some people call "real jobs") also do fall back to consulting when they are laid off.
When employees of chipmaking and software development companies are laid off en masse, (and many of whom have masters degree from USA) where do they do to fall back and file H1 before the grace period expires?

i just looked at the amendments in detail and this provision was in SA 180.

By your logic, why even require a degree for an H-1B visa? Why not allow janitors, waiters, domestic help, etc. to apply for H-1B visas?
You are missing the most critical part. The H-1B visa is a "skilled worker" program. Why should the U.S. not be able to differentiate and prioritize based on level of skill? The level of skill may be hard to measure, but accredited degrees are certainly the quickest and most objective way of doing so.

I did not ask you to explain any thing to me. You needed to make a good argument on why this idea can channelize negative energy into positive and what are the risks involved. What can any one infer when you end your post with "Now lets play"? You might not have intended what it meant but it can mean different things to different people and I guess you would agree that there are people who think as I do about day trading. Please do not guess my knowledge of day trading and what it is limited to. Your initial post does not underscore the risks significantly. IMHO, Day trading fits a specific set of people who can not only handle the risk but also can handle the stress. Your feelings might be different. Got the PERM labor by 13 months. Applied on Dec 2005 got it now. Mine is EB2

I will be taking my child to India for the first time. She has a US passport, both parents are from India - I am not sure if I should just take the 10 yr visa for her or apply for the overseas citizenship card. Is there a benefit to use one over the other? How long does it take to process each of them? Please help. Thanks.

If the CIR bill passed then we will see huge forward movement else nothing discussing for EB3.
CIR is not going to help EB community unless a miracle happens. It is for illegals only just like last time. Worse comes to worse it is going to put more hurdles for H1b and EB folks.
I think we are better off without CIR.
In any case there is no hope for CIR . A number of senator and congressmen are opposed to it and the wide public also doesn't support it .

I do not understand how dates for India will get worse by processing July/August apps - mostly applicants with Pri dates after June 2003 (EB3) or Apr 2004 (EB2) applied in July/August.
